The short answer

No. VA Form 21P-527EZ is the Application for Veterans Pension (form page updated April 28, 2026; form revision December 2025). Use it if you are a wartime Veteran and want to file a pension claim. The pension how-to-apply page (updated August 6, 2026) lists household gross monthly income, the value of household assets, and unreimbursed medical expenses among the financial information you will need. VA Form 21-526EZ is the Application for Disability Compensation and Related Compensation Benefits (form page updated April 28, 2026; form revision January 2026). Use it when you want to apply for VA disability compensation (pay) and related benefits. On VA's pension-versus-compensation page (updated June 1, 2026), disability compensation is not based on net worth or income level. One form does not do the other's job. Educational only; not accredited representation; no guaranteed outcome; independent of VA.

The mix-up

Wartime Veterans with low income often hear one label — “VA application” — and treat every benefit as the same PDF.

  1. “Every VA application is one PDF.” The 21P-527EZ page is a pension claim for a wartime Veteran. The 21-526EZ page is disability compensation and related compensation benefits. Filing one does not file the other.
  2. “21-526EZ also runs the pension income test.” The June 1, 2026 compare page says disability compensation is not based on net worth or income level. Household income, assets, and unreimbursed medical expenses are on the pension how-to-apply list.
  3. Mailing the pension form when the goal was disability compensation — or the compensation form when the goal was pension. The intake addresses are different. Pension mail goes to the Pension Intake Center. Disability compensation mail goes to the Claims Intake Center.

This page compares those two forms. It does not assign you to a benefit, and it does not rewrite the Special Monthly Pension, Survivors Pension, or health-care enrollment notes linked below.

What VA Form 21P-527EZ is

From the VA Form 21P-527EZ page (updated April 28, 2026): the form name is Application for Veterans Pension. The form revision date on that page is December 2025. It is related to Pension. Use VA Form 21P-527EZ if you are a wartime Veteran and want to file a pension claim. You can apply online instead of filling out and sending the paper form.

VA's compare page (updated June 1, 2026) says pension benefits are for Veterans who served during wartime. Eligibility is based on financial need. VA considers your and your dependents' net worth and annual income, and your age or the severity of any disability you may have. That disability does not have to be service connected. Your income determines the amount of your pension payments. This note does not copy a payment amount or a net-worth limit.

Information the how-to-apply page lists

The how-to-apply page (updated August 6, 2026) says to find out if you are eligible and to gather the information needed for the pension application. As that page lists it, you will need:

  • Your Social Security number
  • Your VA file number, if you have one
  • Your military history
  • Your marital history, and your spouse's marital history if you are married
  • Your work history
  • Information about your dependents

Financial information that page lists:

  • Your household's gross monthly income
  • The value of your household's assets
  • Unreimbursed medical expenses

If you are under age 65, that page says to submit a copy of your medical records. VA may ask for additional forms about household medical needs, finances, or dependents.

Related forms the 21P-527EZ page lists

The 21P-527EZ page lists these related forms. This note names them. It does not rewrite the programs.

  • VA Form 21P-0969 — used if VA asks while you are completing 21P-527EZ or 21P-534EZ, and also to verify or update income or net worth. The page says to use a separate form each year if you are reporting changes over multiple years.
  • VA Form 21-0966 — Intent to File a Claim for Compensation and/or Pension, or Survivors Pension and/or D.I.C. The Intent to File section below links VA's page. It is not a full how-to.
  • VA Form 21-2680 — Examination for Housebound Status or Permanent Need for Regular Aid and Attendance. The form page says Aid and Attendance is added to monthly compensation or pension. The difference between Special Monthly Pension and Special Monthly Compensation is /blog/special-monthly-pension-vs-smc.
  • VA Form 21P-8416 — Medical Expense Report, for unreimbursed medical or dental expenses for you or a household family member.

Ways to apply

The how-to-apply page lists these paths:

  1. Online
  2. Upload a completed VA Form 21P-527EZ via QuickSubmit
  3. Mail a completed 21P-527EZ to Department of Veterans Affairs Pension Intake Center, PO Box 5365, Janesville, WI 53547-5365
  4. Submit in person at a VA regional office
  5. Apply with an accredited attorney, claims agent, or Veterans Service Organization

If you sign in with an identity-verified account and apply for pension online, that page says you do not need a separate Intent to File. The effective date is set when you start the online form. If you are not verified, or you are using a PDF form, that page says you may want to submit an Intent to File first. Link: VA's Intent to File page (updated September 22, 2026).

Decision timing on that page depends on the claim. VA says claims are processed in the order received unless priority processing applies. This note does not state a number of days.

What VA Form 21-526EZ is

From the VA Form 21-526EZ page (updated April 28, 2026): the form name is Application for Disability Compensation and Related Compensation Benefits. The form revision date on that page is January 2026. It is related to Disability. Use VA Form 21-526EZ when you want to apply for VA disability compensation (pay) and related benefits. You can apply online instead of filling out and sending the paper form.

The June 1, 2026 compare page says disability compensation is for Veterans with service-connected disabilities who served during wartime, peacetime, or both. Eligibility is based on the type and severity of the disability. It is not based on net worth or income level. Your disability rating determines the amount of disability compensation. This note does not copy a rating table or a payment amount.

What the how-to-file page says to prepare

The how to file a VA disability claim page (updated September 4, 2026) says to check eligibility, fill the claim completely, gather the evidence you will submit, and learn about additional forms and fully developed claims. Evidence that page lists:

  • VA medical records and hospital records
  • Private medical records and hospital reports
  • Supporting statements from family, friends, clergy, law enforcement, or people you served with, about the claimed condition and how or when it happened or got worse

VA also reviews discharge papers (a DD214 or other separation documents) and service treatment records. You do not have to submit evidence with the claim, but VA may schedule a claim exam. You have up to a year from the date VA receives the claim to turn in evidence. As that page writes it, starting online and completing the claim within 365 days can preserve the start date as the date of claim.

Ways to file

The how-to-file page lists these paths:

  1. Online
  2. Mail a completed 21-526EZ to Department of Veterans Affairs Claims Intake Center, PO Box 4444, Janesville, WI 53547-4444
  3. In person at a VA regional office
  4. By fax. The numbers are on the how-to-file page. This note does not copy them.
  5. With an accredited attorney, claims agent, or Veterans Service Organization

If you plan to file disability compensation on paper, that page says you may want to submit an Intent to File first. Online disability filing does not need a separate Intent to File. The effective date is set when you start the online form.

That page also publishes an average number of days to complete claims. The figure changes. This note does not paste it. Use the live how-to-file page for current timing.

Side-by-side

Use the live pages for your own facts. This checklist does not pick a benefit.

  • Benefit type. 21P-527EZ: Veterans Pension. 21-526EZ: disability compensation and related compensation benefits.
  • Form name. 21P-527EZ: Application for Veterans Pension (revision December 2025). 21-526EZ: Application for Disability Compensation and Related Compensation Benefits (revision January 2026). Both form pages were updated April 28, 2026.
  • Who it is for, as those pages write it. Pension: a wartime Veteran filing a pension claim. On the compare page, eligibility is based on financial need. VA considers your and your dependents' net worth and annual income, and your age or the severity of any disability you may have. That disability does not have to be service connected. Disability compensation: a Veteran with a service-connected disability who served during wartime, peacetime, or both. Eligibility is based on the type and severity of the disability.
  • What each path asks about. Pension how-to-apply lists household gross monthly income, the value of household assets, and unreimbursed medical expenses, plus the identity, military, marital, work, and dependent information above. If you are under 65, that page also says to submit medical records. Disability how-to-file lists VA and private medical records, supporting statements, and VA's review of discharge papers and service treatment records. The compare page says disability compensation is not based on net worth or income level.
  • Where paper goes. Pension: Pension Intake Center, PO Box 5365, Janesville, WI 53547-5365. Disability compensation: Claims Intake Center, PO Box 4444, Janesville, WI 53547-4444. Disability claims can also be faxed; the numbers stay on the how-to-file page.
  • Online. Both form pages say you can apply online instead of the paper form. Pension can also be uploaded through QuickSubmit.
  • Intent to File. It can reserve a potential effective date for either benefit type. It is a separate notice per benefit type. Details are in the section below and on VA's Intent to File page.

When both might be in play

Pension and disability compensation have different eligibility requirements and different criteria for payment amounts, as the June 1, 2026 compare page writes them. Income determines the amount of pension payments. A disability rating determines the amount of disability compensation. This note does not calculate either amount.

VA’s June 1, 2026 note

On the compare page, VA writes: “You can't get VA pension payments and disability compensation at the same time. If you apply for and are eligible for both, we'll pay you whichever benefit is the greater amount.”

That note does not say which benefit is greater for a particular Veteran. This page does not pick a winner, and Read the live compare page before you treat the two benefits as something you can receive together.

Intent to File

VA's Intent to File page (updated September 22, 2026) says an Intent to File sets a potential start date, also called an effective date. If VA processes your Intent to File and later approves the claim, you may get retroactive payments for the time between Intent to File processing and approval. You can notify VA of an intent to file for disability compensation, pension benefits, or Dependency and Indemnity Compensation.

After the Intent to File, you have 1 year to complete and file your claim. After you file the completed claim, that Intent to File is no longer active for other claims. As that page writes it, you can have only 1 active intent to file at a time, and you must submit a new Intent to File for a second benefit type. The example on the page is a disability Intent to File, and later a pension Intent to File. This note does not say which conditions get which effective date.

Paths that page lists, without turning this into a full tutorial:

  • Start certain forms online with a verified account. The page names a disability compensation claim, a Supplemental Claim for disability, and a pension application with a verified account.
  • Submit an Intent to File online, by phone, or in person
  • Mail VA Form 21-0966

The pension how-to-apply page says that if you sign in with an identity-verified account and apply for pension online, you do not need a separate Intent to File. The effective date is set when you start the online form. If you are not verified, or you are using a PDF form, that page says you may want to submit an Intent to File first. The disability how-to-file page says online disability filing does not need a separate Intent to File, and that the effective date is set when you start the online form. If you plan to file disability compensation on paper, that page says you may want to submit an Intent to File first. Read the Intent to File page for the current steps. What this note is not

  • Not a statement that 21P-527EZ and 21-526EZ are interchangeable VA claim forms. One is Veterans Pension. The other is disability compensation.
  • Not a statement that filing one form also files the other, or that 21-526EZ runs the needs-based pension income test.
  • Not a rewrite of Special Monthly Pension versus SMC, Survivors Pension versus DIC, or 10-10EZ versus a disability claim.
  • Not a Maximum Annual Pension Rate, a net-worth limit, a pension-rate calculator, or a disability rating table. Those stay on the live VA.gov pages.
  • Not advice on which benefit to choose when both might apply. VA's June 1, 2026 note says VA pays the greater amount. This page does not say which one that is.
  • Not a full Intent to File tutorial, and not an assignment of an effective date to a condition. Use VA's Intent to File page. A longer educational note is /blog/intent-to-file-va-form-21-0966.
  • Not a processing-time promise. Pension claims are processed in the order received unless priority processing applies. Disability timing stays on the how-to-file page.
  • Not accredited representation. Educational only; independent of VA; no guaranteed outcome.

Which form is for Veterans Pension?

VA Form 21P-527EZ, or the online pension application instead of the paper form. The form page says to use 21P-527EZ if you are a wartime Veteran and want to file a pension claim. How to apply is at https://www.va.gov/pension/how-to-apply/ (updated August 6, 2026).

Which form is for disability compensation?

Does 21-526EZ ask for household income the way pension does?

VA’s compare page (updated June 1, 2026) says disability compensation eligibility is based on the type and severity of the disability and is not based on net worth or income level. The pension how-to-apply page (updated August 6, 2026) lists household gross monthly income, the value of household assets, and unreimbursed medical expenses as financial information for a pension application. This note does not treat 21-526EZ as that needs-based income test. Compare page: https://www.va.gov/resources/how-are-pension-benefits-and-disability-compensation-different/

Can I get pension and disability compensation at the same time?

VA’s compare page (updated June 1, 2026) says you can’t get VA pension payments and disability compensation at the same time. If you apply for and are eligible for both, VA pays whichever benefit is the greater amount. This note does not decide which benefit is greater. https://www.va.gov/resources/how-are-pension-benefits-and-disability-compensation-different/

Do I need Intent to File before either form?

An Intent to File can set a potential effective date for disability compensation or for pension. VA’s Intent to File page (updated September 22, 2026) says you submit a new Intent to File for a second benefit type, and that you have 1 year after it to complete and file the claim. If you start the pension application online with an identity-verified account, or you file disability compensation online, those how-to pages say you do not need a separate Intent to File — the effective date is set when you start the online form. If you are not using a verified account, or you are using a PDF, those pages say you may want to submit an Intent to File first. Read https://www.va.gov/resources/your-intent-to-file-a-va-claim/. This note does not assign an effective date.

Where do I mail each form?

Pension: mail a completed VA Form 21P-527EZ to Department of Veterans Affairs Pension Intake Center, PO Box 5365, Janesville, WI 53547-5365 (how-to-apply page updated August 6, 2026). Disability compensation: mail a completed VA Form 21-526EZ to Department of Veterans Affairs Claims Intake Center, PO Box 4444, Janesville, WI 53547-4444 (how-to-file page updated September 4, 2026). Both pages also list an online path. Fax numbers for a disability claim stay on the how-to-file page. Prefer the live pages: https://www.va.gov/pension/how-to-apply/ and https://www.va.gov/disability/how-to-file-claim/.

Is Survivors Pension or DIC the same as 21P-527EZ?

No. VA Form 21P-527EZ is the Application for Veterans Pension, for a wartime Veteran filing a pension claim. Survivors Pension and Dependency and Indemnity Compensation are separate survivor benefits. That comparison is https://myclaimpacket.com/blog/survivors-pension-vs-dic. This note does not rewrite it.

Educational only. Not a VSO, attorney, or claims agent. Not affiliated with VA. No guaranteed approval, payment, effective date, or other outcome. Confirm the live VA.gov pages before you act: VA Form 21P-527EZ (updated April 28, 2026; form revision December 2025), how to apply for a Veterans Pension (updated August 6, 2026), VA Form 21-526EZ (updated April 28, 2026; form revision January 2026), how to file a VA disability claim (updated September 4, 2026), how pension benefits and disability compensation differ (updated June 1, 2026), and your intent to file a VA claim (updated September 22, 2026). This article quotes VA’s June 1, 2026 note that you can’t get pension payments and disability compensation at the same time and that, if you are eligible for both, VA pays the greater amount. It does not decide which benefit is greater. 21P-527EZ is the Veterans Pension application. 21-526EZ is the disability compensation application. One form does not file the other.
